5.1.1 Once an environmental accident occurs in each production workshop or department of the company, the company's leadership and safety and environmental protection department report should be urgently notified after the presence of the personnel.

 

5.1.2 Leakage of oily wastewater, Safety and Environmental Protection Section reported to the District Environmental Protection Bureau within 1 hour.

 

5.1.3 Oil leakage, safety and environmental protection department reported to the district environmental protection bureau within one hour. If there is oil explosion and combustion, the personnel present immediately evacuated from the scene, dialed “119” and reported to the district environmental protection bureau.

 

5.2 Processing after receiving the report

 

  Any member or other person of the company's emergency command group shall, after receiving the report, promptly understand the basic situation of the environmental accident and promptly issue an effective initial rescue work.

 

5.2.1 Once the industrial oily wastewater and oil are leaking, the contaminated site should be cleaned up in time. The production site shall formulate fire-fighting measures according to the production conditions, establish a fire-fighting organization, and record the implementation effect, and properly equip the fire-fighting equipment according to different operating conditions, and set up on-site supervision. When the production height of the production building exceeds 30 meters, sufficient fire water source and self-rescue water consumption should be provided, and fire water source interface should be provided on each floor. And pull the cordon.

 

5.2.2 Fireworks are strictly prohibited for dangerous goods such as inflammables, explosives, etc. Storage should be classified. Split and marked with the name. Items that are inflammable and explosive by the sun can not be stored in the open air; fireproof signs are set inside and outside the warehouse, and fire exits of not less than 3.5 meters wide should be set up outside the warehouse, and the corresponding fire-fighting equipment should be used in combination with the nature of the stored items.

 

5.2.3 Locations for storing flammable or explosive liquid (gas) warehouses or hazardous chemicals shall be equipped with explosion-proof facilities in accordance with national regulations; all kinds of fire sources shall be strictly controlled; if there are oil tanks around the fire, they shall not be eliminated in time ( Refers to substances that cannot be quickly extinguished and not easily evacuated. Cooling control, cooling adjacent tanks to prevent temperature rise and explosion; equipped with appropriate fire-fighting equipment. Gas masks, special personnel responsible for management, ensuring effective use at any time.

 

5.2.4 After an explosion deflagration accident, dispatch the emergency detachment in time to cooperate with the fire brigade, evacuate the inflammable and explosive materials to a safe place in time, apply fire-fighting equipment and tools to save, and set up warning signs to guard the personnel. At the same time, it is necessary to quickly remove the burned person from the fire source, cut off the fire clothes, and take effective measures to prevent the casualty from shocking and suffocating. The wound is contaminated. If necessary, an analgesic can be used to drink light salt water. In addition to chemical burns at the scene, the wounds are generally not treated. Blisters should not be scratched, covered with clean clothes, and the seriously wounded should be sent to the hospital for treatment.

 

5.2.5 Oil products and chemicals in the procurement, transportation, storage, release, and leakage of mechanical equipment during use are cleaned by the materials and equipment department. Special personnel are responsible for the inspection and maintenance of the water and sewage pipelines to eliminate accidents. In the event of a leak, the main valve should be closed in time, and the leak should be diverted into other drainage pipes, and the emergency personnel should repair the leaking pipe to eliminate the danger.

 

5.2.6 After the sewage pipe is ruptured, the sewage overflowing the ground shall be diverted to enter other sewage pipes, and it is strictly forbidden to overflow the sewage, causing environmental pollution. At the same time, the municipal management and maintenance department is reported to send personnel for timely maintenance.

 

5.2.7 During the company holiday, the duty system should be implemented

 

6 Emergency evacuation organization measures

 

6.1 After the occurrence of environmental accidents, the company's personnel, transportation vehicles (cars, flatbeds, forklifts, empty oil drums, pipelines) and equipment are subject to accident handling and shall not hinder the handling of accidents.

 

6.2 Inform the surrounding areas and people involved in accident pollution in a timely manner and take preventive measures. Evacuate measures shall be taken when necessary to ensure the health and safety of the people.
